Leading by teaching and learning
How do superintendents and their Cabinet’s lead central office transformation for equity?
Superintendent and Cabinet leadership are essential to realizing central office transformation for equity, but that leadership too requires transformation. DL2 research shows that these executive-level leaders seed and support central office transformation when they:
- Lead the ongoing development and use of a theory of action,
- Foster staff leadership and learning,
- Focus cabinet meeting time on strategy and learning, and
- Strategically bridge the district and its staff to external and internal resources and buffer them against distractions.
- Shutting down long-standing routines of focusing Cabinet meetings on reports and non-strategic work and directing staff in largely hands-off ways.
- Investing in their own capacity-building to lead transformation across the central office relentlessly and collaboratively.
- Our research showed little variation across districts of varying sizes from small and rural to a subdistrict of one of the largest districts in the country.
- Small district Superintendents also tend to be the principal supervisor and have school principals on their Cabinet. Those leaders also worked in ways consistent with principal supervision as teaching-and-learning and consistently dedicated some Cabinet meetings to principals’ growth as instructional leaders.
